What is Training and Employment Childcare (TEC)?
Training and Employment Childcare (TEC) is the name of the administration unit under which the following four DCYA childcare support programmes are administered:
Childcare Education and Training Support Programme (CETS) - for parents taking part in an eligible ETB/SOLAS course
After-school Childcare Programme (ASCC) - for low income or unemployed parents who are taking up certain employment opportunities
Community Employment Childcare Programme (CEC) - for parents who are taking part in a Community Employment (CE) programme
Community Employment Childcare After-School Childcare (CEC AS) - for parents who are taking part in a Community Employment (CE) programme
How do I know if I am eligible for any of the TEC Programmes?
Childcare Education and Training Support Programme (CETS)
Eligibility for the CETS scheme for SOLAS/ETB training participants will be determined by SOLAS or the ETB who will advise trainees if they are eligible. If you are eligible for a CETS place you will be given a letter from SOLAS/ETB confirming this.
After-school Childcare Programme (ASCC)
To be eligible for the ASCC Programme you must:
currently be getting Jobseeker's Benefit (JB) or Jobseeker's Allowance (JA) or One Parent Family Payment (OFP) or currently be on a Department of Social Protection (DSP) employment programme
have been in receipt of JB, JA, OFP or on a DSP employment programme for at least 3 months
start a new job, increase the days you currently work or start a DSP employment programme (except CE).
have one or more children aged between 4 and 13 who are in primary school
Your local Intreo Centre or Social Welfare Office will provide you with a letter of eligibility if you meet the above criteria.
Community Employment Childcare Programme (CEC)
CE parents automatically qualify for a CETS place. Your CE Sponsor will provide you with a letter confirming your eligibility.
Community Employment Childcare After- School Childcare (CEC AS)
CE parents automatically qualify for a CETS place. Your CE Sponsor will provide you with a letter confirming your eligibility.
How do I secure a TEC place?
Contact the relevant body to obtain a letter of eligibility for the scheme (ETB/SOLAS, Intreo Centre or Social Welfare Office, CE Sponsor)
Make contact with the services in your area to check if they have places available
You must bring the letter from either SOLAS/ETB, Social Welfare Office or the CE Sponsor confirming your eligibility for a TEC place to your chosen childcare service when enrolling.
You will be asked to complete a Parent Declaration Form and provide the relevant supporting documentation upon enrollment.
The childcare service will forward the application for a place to Kilkenny County Childcare Committee for approval.
Kilkenny County Childcare Committee will confirm the allocation of a TEC place as soon as possible following submission of information.
SOLAS/ETB training participants will receive a 2nd letter from SOLAS/ETB confirming that you have started your course which you also give to the childcare service.
You will be required to sign an attendance form each week.
Your TEC place will be available to you only for the duration specified at the time of approval.
